Documented in the first period of the 18th century, the painting represents Cardinal Francisco Locatelli as indicated by the two inscriptions (Franciscus Locatelli and All'illustrissimo e reverendissimo signor monsignor Locatelli vescovo di Spoleto).

The author represents the cardinal, typically dressed, in a red frock, white laced shirt, skullcap, and mozzetta, with a crucifix and gold ring, in the foreground, in a frontal pose, using sinuous lines. The colours are warm and clear, the light is artificial and spreads shadows alover.
